The first WRC Commission meeting of 2025 took place yesterday, Wednesday 5 February, via video conference. Key topics of discussion included the 2025 strategy, the timeline for tenders and the development of the 2026 WRC regulations, the plan and objectives of the WRC Promotion Working Group and WRC Promoter’s vision for leveraging data and technology to enhance WRC coverage and storytelling. The meeting was chaired by WRC Commission President Pernilla Solberg and FIA WRC Category Manager Marina Duñach.

The following is an overview of the key discussion points and decisions.

WRC sporting updates 

WRC sporting groups will restart on a bi-monthly basis after Rally Sweden, with the stated objective of finalising the drafting of the 2026 WRC regulations by September for submission to the World Motor Sport Council in October. 

The selection criteria and available options for the Junior WRC partner from 2026, as well as the possible creation of a WRC4 category in the championship for registered Rally4 cars, will be considered by the Sporting Working Group. Another key discussion point will be the definition of a framework, to be applied from 2026, aimed at helping WRC organisers develop rally itineraries that maintain a better work/rest ratio for crews and all those involved in the championship.

Digital transformation for improved storytelling

WRC Promoter provided a presentation on its strategy for a better use of technology in the WRC to collect more data and insights, with the aim to create new tools that benefit all stakeholders and enhance coverage and storytelling.

FIA Safety Task Force deployed for Rally Japan

The WRC Commission agreed to issue a Yellow Card, as proposed by the FIA Closed Road Commission, to the Japan Automobile Federation (JAF) regarding Rally Japan due to safety issues encountered during the 2024 edition last November. Consequently, the FIA Safety Department will deploy a dedicated task force focused on training the marshals and enhancing the workflow between rally control and safety crews on the stages.

FIA Head of Operational Safety Clément Lauté also presented the new structure of the Closed Road Safety group during the session. The team includes WRC Safety Manager and Delegate Nicolas Klinger, who now works for the FIA full-time, who is assisted on WRC stages by Priit Priimägi, serving as WRC Deputy Safety Delegate, as well as the department’s new hire, Closed Road Safety Engineer Yann Dion.

WRC winning crews to be awarded with FIA President’s Medal

As in Formula 1, the winning crew of each WRC event will receive a new FIA President’s Medal, starting with the WRC’s Spanish round, Rally Islas Canarias. This initiative ensures that the FIA medal will be awarded as part of the podium ceremony to honour the driver and co-driver’s achievement, allowing them to keep it as a personal record of their success. The winning crews of first three rounds will receive their award retrospectively.

Case ICA-2024-14: Appeal lodged by MP Motorsport B.V. against Decision No. 13 dated 04 December 2024 of the National Appeal and Disciplinary Court of the Real Federación Española de Automovilismo (“RFEdA”), in the framework of the 2024 International Series Eurocup-3 Championship.

On November 9, 2024, during the Eurocup 3 Championship at Circuit de Montmeló, Campos Racing’s driver Christian Ho (Car No. 23), and MP Motorsport’s driver Emmo Fittipaldi (Car No. 24) were involved in a racing incident in Turn 1-2 of lap 16. Car No. 23 overtook Car No. 24 at the apex of Turn 1, forcing Car No. 24 to go off track, joining the auxiliary road and rejoining the track in front of Car No. 23.

At 18:23 CET, the Stewards issued Decision No. 17, concluding that it was a race incident and that no further action was required. Campos Racing then requested a review of CCTV and onboard footage to the Stewards who reaffirmed their initial decision.

At 19:46 CET, Campos Racing lodged an appeal before the Spanish National Court of Appeal.

On 4 December 2024, the NCA overturned the Stewards’ decision, ruling that Car No. 24’s maneuver violated Article 20.16 of the Sporting Regulations and Article 12.2.1.i of the International Sporting Code, imposing a 5-second penalty to Car No. 24.

On 11 December 2024, MP Motorsport decided to appeal the decision before the ICA.

ABB FIA Formula E World Championship Race Director for the last seven years, Scot Elkins has decided to retire from his position in race control after the forthcoming Miami E-Prix (12 April) due to personal reasons. Marek Hanaczewski, who has been involved in Formula E in various race control functions since 2014 and has served as Deputy Race Director since Season 8 (2021-22), will succeed Scot as the ABB FIA Formula E World Championship Race Director.

Marek has developed his knowledge and built his experience while working closely with Scot and the team of FIA officials, and he is now ready to take up the reins. The Pole already has experience as Race Director, having in particular fulfilled that role at the recent São Paulo E-Prix – the opening round of the current ABB FIA Formula E World Championship campaign.

To ensure a smooth transition, Scot and Marek will swap roles from the upcoming Jeddah E-Prix (14-15 February). From the Monaco E-Prix (3-4 May) onwards, Benoit Dupont, current Head of Circuit Operations in Formula E and Sporting Matters in FIA World Endurance Championship, will support Marek as Deputy Race Director. Also a Circuit Inspector, Benoit is a member of the FIA High Performance Programme (HPP) for Race Directors and Stewards and worked as Marek’s deputy in São Paulo at the end of last year.

“For the past seven seasons, Scot has made a major contribution to the development of the ABB FIA Formula E World Championship, which has grown considerably over that period and continues to evolve. “After ten years in Formula E, the time has come for me to retire as Race Director. With the recent loss of my father this past December, I have new responsibilities that require my time and attention at home.  While I had hoped to complete Season 11 and retire at its conclusion, my plans have now been accelerated and my focus remains on my family. I will continue working in motorsport, primarily on projects based in the USA. I have been honored to be a part of the Formula E paddock and am grateful for the friendships that have grown over the years.  Although I am very sad to leave, I am confident in the staff that will remain.  We have worked closely together and I know they are committed to making the ABB FIA Formula E World Championship a success, this season and in the many to come.”
